There are judges and a parole board that totally dropped the
ball by allowing this sick animal back on the streets. To blame
this on society is totally ludicrous. The laws of the land are
in terrible shape when a monster and coward such as Joseph Duncan
is allowed to wreak their havoc on innocent people. He richly
deserves the death penalty if ever one did. There is no peace
for him other than death. There is no cure for this type of personality
and as soon as our judicial system recognizes this, the safer
society will be.
